「随分前から、ヤクザは、多くの復興事業に関わっている。ガレキ撤去を関連業者に入札させようとしたり、派遣労働者からピンはねしたり……。でも、ホテルに巣食っているのは地元の人間じゃない。名古屋あたりからきている連中だな」
　名古屋とは、山口組の中枢たる二次団体・弘道会の拠点である。弘道会対策を進める愛知県警もこれらの動きに対して情報収集を進め、既にいくつかの報告もあげられている。
　例えば宮城県石巻市や南三陸町の避難所には、現金3万円入りの茶封筒を被災者たちに手渡す正体不明の団体が現われたことがあった。
　現金を手にできなかった人に不公平感が生じるとして「義捐金として寄付してくれないか」と役場関係者が申し出ても、お構いなしである。総額はなんと5000万円に上ったという。
　地元記者に話を聞いた。
「不審に思った警察が調べたら、いずれも弘道会関係者だった。被災者に金を渡すことで信用を得て、利権に食い込んでいく。これは暴力団の常套手段ですよ。今後、“しのぎ”が厳しくなる暴力団にとって、復興マネーは格好の金脈。このあいだ三陸の某自治体のガレキ処理事業を落札した企業は、別の暴力団組織のフロント企業だと噂されています」”
