上記のフジメディア・ホールディングスのレポートのＰ18に各種株式数が書かれていますが
それによると

発行済株式総数：2,364,298株
名義書き換えを拒否した株式数：230,304株
自己株式数：61,202株
外国人直接保有総数：460,619株

となっています。ここから計算すると

議決権の総数＝（発行済株式総数　-　自己株式数 - 名義書き換えを拒否した株式数）
＝2,072,792株

議決権割合＝（460,619÷2,072,792）×100≒22.2%

となり、電波法の定めた割合を超えてしまうのではないかと思います。

ちなみに、日本テレビも同様の議決権割合の計算を行っていますが、
こちらは分子分母ともに議決権数で計算しております

特定の株主が有する議決権の比率を示したもの。議決権比率の計算には、
単位未満株など議決権に影響を及ぼさない株式数が含まれないことから、
これらの株式数を含む持ち株比率とは異なる。
計算式：

議決権比率（％） ＝ 保有株式数 ÷ （発行済株式総数 － 自己株式数 － 単位未満株式数 － その他議決制限株式数←これ）
